Позиція України also depends on whether the talks remain focused on ending the war and designing a postwar European security system, or become a platform for Moscow’s demands on NATO.

Ce s-a întâmplat

Russia agreed to resume technical negotiations with Ukraine and the United States after a prolonged pause in the US-mediated format. The meeting was expected in Abu Dhabi in November, with Ukraine and the United States seeking to move it roughly a week earlier than Russia’s proposed timing. Moscow had not confirmed that change by the evening of 25 October.

Ukrainian and US officials reported that they were close to holding the trilateral meeting. Volodimir Zelenski said the November session should prepare a leaders’ meeting on ending the war. Ukraine wants discussions to shift away from Moscow’s territorial claims and toward a broader postwar security system for Ukraine and Europe. It is also ready to freeze hostilities along the current front line.

Yuri Ushakov said Europe should join the process and described the first meeting as a test or trial without expecting significant progress. The Ukrainian negotiating team likewise does not expect a breakthrough and believes substantive agreements may require several rounds. Diplomatic sources said Moscow may seek broader European participation to press for limits on NATO’s presence.

Cum prezintă evenimentul sursele ucrainene

Ukrainian coverage treats Russia’s return to talks as the minimum successful result of recent contacts between US representatives and Vladimir Putin. Ukraine’s central aim is to move the discussion away from narrow territorial claims toward a broader European security framework after Donbas, while retaining the current front line as a possible basis for freezing hostilities. Kyiv does not expect the first meeting to produce a breakthrough and stresses that territorial issues require leaders’ involvement.

Cum prezintă evenimentul sursele internaționale

International coverage focuses on the planned resumption of negotiations, US mediation and Moscow’s reported intention to use the process to obtain concessions from NATO. Particular attention is given to a possible return of NATO’s presence to 1997 levels and withdrawals from Poland, Estonia, Latvia, Lithuania and Finland. This is presented against Moscow’s long-standing claim that NATO expansion is a root cause of the war and Europe’s rejection of demands to reverse the alliance’s post-2022 posture. Western intelligence also reports intensified Russian hybrid attacks and provocations against European countries supporting Ukraine.

Unde diferă relatările

Sources disagree on the venue and timing of the meeting. Abu Dhabi was the most frequently stated location, although some US government sources also identified Switzerland as a possibility. Russia proposed talks in the first ten days of November, while another statement indicated readiness to resume after 4 November. Kyiv and Washington sought a meeting roughly a week earlier than 10 November, but Moscow had not confirmed the change by the evening of 25 October.

There is also a substantive divergence over territory. The Kremlin acknowledged that territorial compromises could be discussed, while Ukraine described territorial questions as a red line that should be handled only by leaders.

Context

Earlier talks in the first half of 2026 focused largely on a proposed demilitarized zone in Donbas, known as “Donniland”. They did not produce a ceasefire because of Russian demands for Ukrainian territory not occupied by Russian forces. Russia had earlier said it saw no possibility for negotiations before the end of winter, before agreeing to resume the trilateral format.

In January 2022, NATO agreed to discuss Moscow’s concerns but rejected demands to withdraw troops and nuclear weapons from countries formerly within the Soviet bloc. Finland joined NATO in 2023. European officials have said their position on Moscow’s demands has not changed since January 2022 and they do not intend to concede on NATO’s presence.
