Ce s-a întâmplat
Sl investigators and prosecutors notified in absentia the head of an illegal prison in temporarily occupied Luhansk of suspicion of cruel treatment of civilians. The suspect previously worked in the administration of a local colony and sided with Russian occupying authorities in 2014. Occupying officials later appointed him to lead the so-called Luhansk institution for the execution of punishments of the LNR Ministry of Internal Affairs, which was subsequently renamed SIZO No. 1.
According to investigators, the suspect organized systematic abuse of people detained in the facility. Abducted members of the Ukrainian resistance and local residents of Luhansk who opposed the occupation were brought there. Detainees were held in overcrowded, unheated cells without warm clothing or blankets and were deprived of food, water and medical assistance. Some were tortured with electricity, struck with rubber batons, including PR-73-type batons, and had their bones broken until they lost consciousness. Investigators say the conditions caused exhaustion, exacerbation of chronic illnesses and infectious diseases.
The pre-trial investigation is being conducted by officers of the Security Service of Ukraine’s Main Directorate in Donetsk and Luhansk regions under the procedural supervision of the Luhansk regional prosecutor’s office. Because the suspect remains in temporarily occupied territory, investigators are continuing measures to hold him accountable.
